Current Stamp Duty Rates in Delhi

Update: On February 5, 2021, Delhi government announced a cut of 20% in circle rates in Delhi for residential, commercial and industrial properties. The reduced rates will be applicable from date of notification till September 30, 2021, on all categories from A to H. Reduced rates will mean upto 20% lower stamp duty (which is supposed to be 4% to 6% of value) and upto 20% reduction in registration charges payable (which are 1% of value). However, note that the official notification for reduction of circle rates is yet to be issued and hence old rates continue to be in force as of June 05, 2021.

  • In Delhi, all the properties are classified in 8 categories from Category A to Category H for determining the circle rates.
  • Most expensive posh areas of the city are part of Category A while Category H has the lowest value areas of the city.
  • The government tends to assign higher circle rates to commercial properties and lower rates for residential properties.
  • As per revised rates, the lowest circle rates for residential plots and flats are ₹ 18,624 & ₹ 44,352, respectively.

What does circle rate in Delhi depend upon? Are the rates same across Delhi?

  • Circle rates tend to vary across various areas of Delhi depending upon the market value of the area and the facilities that are available in that area.
  • Delhi government has divided the properties in entire Delhi city into 8 categories – Category A, Category B, Category C, Category D, Category E, Category F, Category G, and Category H. Most expensive posh areas of the city are part of Category A while Category H has the lowest value areas of the city.

How to calculate circle rate in Delhi?

  • Typically, the government tends to assign higher circle rate to commercial properties and lower rates for residential properties.
  • Circle rates also depend upon the type of the property. Registrar value of flats and apartments in Delhi is different from that of plots and independent houses even in the same area.
  • An “age multiplier” is used to arrive at value of constructed property. The maximum multiplier is 1.0 for properties built in year 2000 and thereafter. Age multiplier for buildings built before 1960 is 0.5 while buildings built from 1970 to 2000 attract a multiplier of 0.6 to 0.9 as per below table.

Stamp duty is payable as a percentage of the higher of declared agreement value and assessed value as per circle rate chart.

Registry Charges in Delhi

  • Registration charges are an additional levy over and above the stamp duty and are levied to cover the cost of running registration offices by the government
  • While registering property in Delhi you will need to pay a registration fee of 1% plus ₹ 100 pasting fee

How to calculate value of a property for payment of stamp duty in Delhi using circle rates?

Simply follow the following steps to calculate the value at which stamp duty is payable on purchase of property in Delhi

Step 1 – Check the built up area of the property, its other features like floor, amenities, age of construction and plot area

Step 2 – Select the applicable property type from among all the listed property types (e.g., is the property a flat or a plot or a house or a builder floor or a shop or a commercial unit)

Step 3 – Select the locality or area where the property is located from the classification available on registrar office website or on MyLoanCare

Step 4 – Calculate the minimum assessed value as per current circle rate as below:

Builder floors built on independent plots

Sum of:

  • Proportionate share in area of plot in square meter multiply by applicable circle rate for land in the locality in Rs. per square meter
  • Built up area in square meter multiply by minimum cost of construction in Rs. per square meter multiply by construction age factor (min to max)
Residential apartments

For society flats, DDA flats and private builder flats:

  • Flats in buildings upto 4 stories – Built up area of flat in square meter multiply by applicable circle rate for society/ DDA/ private builder flats in Rs. per square meter
  • Multistoried flats – Built up area of flat in square meter multiply by applicable circle rate for multi storied flats in Rs. per square meter
Plot
  • Area of plot in square meter multiply by applicable circle rate for land in the locality in Rs. per square meter
House Constructed on Plot

Sum of:

  • Area of plot in square meter multiply by applicable circle rate for land in the locality in Rs. per square meter

What is the difference between market rate and circle rates?

  • Circle rates are notified by the government and are used as reference point for payment of stamp duty on property transaction registrations in Delhi
  • Market prices refer to the actual price at which property sale-purchase transactions are transacted between buyers and sellers
  • In most cases, circle rates tend to be slightly lower than market prices. However, in some cases it is seen that the circle rates may even be higher than market prices
